Custom Stats / Reports rating system

Custom Stats / Reports rating system

The rating system confuses me a bit. It starts at 3 and I don't see any report or stat that is +/- 0.4 off that value.

As the title says the Custom Stats / Reports rating system.
I mean these nifty stars and numbers in the rating column under http://www.pokertracker.com/repository.

Interesting point - I'll see if I can find out. It does seem unlikely that so many people have voted on the stats and reports and they all get 3 stars..
