Can I make a report or something for get for example: all hands in database (mine and others) where somebody did a 4 bet preflop ? , so I can see a list with all those hands and replay them.

Yes, you would do this as a custom report. You'd need to do it in the holdem cash hand section and make sure to uncheck "filter on active player" to see all hands.
