thise expression mean >=2 and <=3, right? If not i have to use <= not between
sum(if[holdem_hand_summary.amt_pot BETWEEN ( 2*holdem_limit.amt_bb) AND ( 3*holdem_limit.amt_bb) , 1, 0])

Yes, BETWEEN is >= the lower end and <= the higher end.
