Poker Tracker Network Problem 101-sqlstate=08001

Hi If I try to connect to an other databace over the network

"error #:1
unable zu connect to postgresql(port#:5432) to get the list of databases. the error was:
101-sqlstate=08001

could not connect to server: Connection refused (0x0000274D/10061)
Is the server running on host "192.168.178.26" and accepting
TCP/IP connections on port 5432?

I look by both Computers in Admin Tools > Services window there Run PostgreSQL Database Server 8.2 I can stop and restart it there with out Problems. Both Computers can comunicate over the network. Both Windows Firewalls are deactivated.And there are no Antivier Programms installed. So where could be the the Problem????
