PT4 Fresh Install Does Not INstall PostgreSQL 16

I wanted to do a fresh install of PT4 and PostgreSQL 16, so I backed up my database, then uninstalled PT4, then deleted the data folder. I then installed PT4. I started PT4, and it said it could not connect to the Postgres server at port 5432, so I browsed the folders, and found that Postgres was never installed.

Is the newest PokerTracker4 and upgrade only, and expects the prior version to already be installed?
