Actually the wording of that change is incorrect - I'll update it.

The change was actually so that if you remove the {cardrange} variable it DOES remove the filter which means that only hands with known cards are included. Previously once you'd added {cardrange} to a NoteTracker note it would always only count known hands even if you later removed {cardrange}.
{cardrange} will still filter to only known hands, but now if you remove it that implied filter will be removed so that the note includes all hands regardless of whether the cards were known or not.
